I can see why you would want prepaid because if you are over the limit for a single letter then you'd have to pay a fee, but don't you know that it will just go back to them! I did volunteer work for charities collecting money for the environment and the envelopes they send out they can afford to prepay because their account is only charged if you send it! But they will pay more! So it's not a good thing to do at all. I think they would much rather have money than lead even if it does protect from radiation.
