There is HAARP. It’s an ionospheric heater, which is a general purpose ionospheric research system. It energizes the ionosphere in order to measure the properties at a given time. This is then used for a variety of research purposes, some with military applications but many without. These include things like improved HF direction finding, improving the reliability and accuracy of GPS, measuring the propagation characteristics of HF radio, generation of ULF radio through secondary emissions, over the horizon radar etc etc.

It’s not the only facility of its kind. Ionospheric heaters have been a major part of ionosphere research for decades.

There is another ionospheric heater (smaller) run by the UCLA plasma physics laboratory north of Fairbanks called HIPAS. Russia has one called the Sura ionospheric heating facility. There’s another one in Norway called EISCAT. There are a number of smaller ones in Sweden, Iceland, Finland and Russia.

It has nothing to do with weather modification. No matter how much energy you pump into the ionosphere above Alaska, you can’t modify the weather around the world. All you get is a slightly excited region of ionosphere locally. It’s not even like it changes the properties of the ionosphere that much. The energy pales in comparison to the energy that the sun is constantly putting into the ionosphere.

And that picture is a “roll cloud” or “rotor cloud.” It’s a sub-variety of arcus clouds. It’s a well known atmospheric phenomena. It’s a fairly rare event that you only see once in a while. I wish people would just enjoy being treated to a unique weather phenomena like that and not get all wacky about the idea that it must be some evil government project.

Curved contrails are usually holding patterns – and thy can be anywhere – from the middle of the Pacific ocean to overhead cities.

Two jets making different lengths of contrails are not in the same atmosphere – there is nothing in that video that says what altitude they are at – and even a difference of 100 feet can be enough to change contrail characteristics – if you are 50 feet inside a cloud and them move 100 feet so you are 50 feet outside a cloud there is enough difference in the atmosphere to have cloud in 1 place and no cloud in another. Jets will usually be 100 ft or more apart in altitude – and unless you have range finding equipment or flight monitoring software you have no idea of their altitude difference.

All this is basic aviation and meteorology – you really should get more knowledge before saying this is something strange – I suggest http://www.contrailscience.com as a starting point for your education.

Why do the “contrails” not dissipate but spread width ways and make the whole sky White? I have seen this and taken photos in stages. It isn’t cloud? Many others have noticed this too.

Look at this video – look at 5 minutes – two planes flying at same time, one behind the first. The first has a contrail which dusapeers in seconds, the second stays in the air and spreads? Same atmosphere?

My familiarity with jet aircraft brings me to the accident. I was headed back to my office when I noticed a jet had overtaken me. The location of a high jet was a bit strange and it looked as if it was losing a lot of fuel. I immediately called the Department of Transport (DOT) to report what I thought was a severe fuel leak.

That simply makes no sense. If somehow it were possible to discern that the plane was dumping a lot of fuel, that would be more likely to indicate am intentional fuel dumb than a leak, and thus not necessarily a problem. Even if it was, why call? What could you do? If a plane is leaking a lot of fuel (which is a rare event) they would know it.

But if you did have urgent information to give to an aircraft in flight, why in the hell would you call the DOT? I’m not sure if he means the state or federal Department of Transportation but either way, they have nothing to do with it. They might be the ones to call about a bad pothole.

You would want to call someone like the regional air traffic control center, or at least whatever air traffic control you could get a hold of. I’m assuming a pilot would know this.

of course, the whole idea of e. coli being sprayed at altitude to “sterilize the seas” is so idiotic I don’t even know where to start.
